  • Enlisted to Officer FY08

    If you were prior enlisted who received a commission in FY08, and your commissioned AFSC is on the FY09 Incentive List (National/Local),

    YOU ARE INELIGIBLE

    for the FY09 Officer Accession/Affiliation Bonus. You must have been Accessed or Affiliated on or after 01 Oct 2008 to be eligible for this Incentive Type.

  • FY09 Incentive Contracts are in house

    . If you've reenlisted or are a new Officer on or after 01 Oct 2008, you need to see me ASAP, so that we can get your Agreements initialed, signed and to process your initial payment, if applicable.

  • Greetings all, this morning I received notification from NGB that the NDAA for FY09 has been signed and Retention Managers are authorized to begin making all Initial Payments that are due (this includes Student Loan Repayment and Federal Cash Bonus - the State Bonus is not affected by this).

    If you are expecting an initial federal bonus payment and you have signed your Incentive Agreement, your payment is now being processed.

    If you are a new Federal Bonus recipient for FY09 (Anniversary/Reenlistment effective date on after 01 Oct 08), you are still on hold until the new years contracts have been received; as the FY09 Incentive Agreements are still being created at the NGB level. I will post here at the Base Bulletin Board first when they have been received as well as at the Information Connection.

    Be advised, I will not be able to process your initial payment if you have not signed your incentive agreement. The initial payment IS NOT Automatic.

9/30/08:

  • Greetings all -"Here we go again" - the following is an excerpt from this weeks Retention Weekly received from the National Guard Bureau's Retention Section:

    "FY 2009 Incentives: There appears to be much confusion in regards to what can be paid or not paid until the National Defense Authorization Act (NDAA) is signed. There are two significant events which drive our ability to pay incentives

    • o First is the Continuing Resolution (CR). This allows the government to continue to do business on existing contracts until the NDAA is signed. ROMs - This allows you to make anniversary payments only on pre-existing Incentives.
    • o You cannot make any initial payments on members after 30 Sep 08 until the NDAA is signed
    • o You cannot initiate ANY new incentive contracts for FY 2009 until the NDAA is signed
    • o The NDAA is the budget authorization for FY 09.
    • o When the President signs the NDAA it is the first step in being able to accomplish new Incentive contracts.
    • o The second step is approval from the Office of the Secretary of Defense (OSD) once this occurs we may proceed with new Incentive contracts.
    • o NGB/RSR will let everyone know when we are permitted to execute 2009 Incentive contracts and will be coming soon to a Retention office near you."
